Ensure safe and reliable power supply
Speaking at the opening ceremony, Mr. Vu Hong Thanh, Chairman of the National Assembly's Economic Committee, said that electricity is an important area for the country, affecting all aspects of the economy. - society. Implementing the Party's policy on energy development in general and electricity in particular, the National Assembly, the Government has issued many mechanisms and policies to develop the electricity sector. Thanks to that, the electricity industry has developed rapidly, both the source and the grid, the quality of the electricity, meeting the set requirements.
With electricity demand continuing to rise, while many power projects in Power Plan VII have been delayed, fuel sources for power production are in trouble, the power supply in the coming period will face many challenges. . Therefore, it is necessary to recognize and reevaluate to provide solutions for development in the coming time. This is also the purpose of this explanatory session, to make clearer the groups of problems posed, especially institutional issues.
Reporting at the explanation session, Minister of Industry and Trade Tran Tuan Anh stated 6 results of Vietnam's electricity industry. Specifically, for 10 years, the Electricity sector has performed well the task of supplying electricity for socio-economic development as well as the daily life of the people. Power supply infrastructure has been properly invested to promote efficiency. By the end of 2019, the total installed capacity of the national electricity system will reach nearly 54,880 MW. The transmission grid system is invested in a large amount, meeting the connection requirements to release power projects and enhance the transmission capacity of the whole system.
Regarding the grid, thanks to investment efforts, by the end of 2019, the total length of the 500kV line is 8,496km, an increase of 2.2 times compared to 2010, the 220 - 110kV line length increases 1.9 times compared to that of 2010. In 2010. Power grid projects put into operation have improved the transmission capacity, significantly contributing to ensuring power supply for loads and improving power quality.
In addition, the work of reducing loss and saving power has been implemented synchronously and drastically. Thereby, it has helped to reduce from 12.23% in 2003 to 10.15% in 2010 and in 2019 to reduce to 6.49%, 1 year ahead of the schedule of the 5-year plan 2016-2020. Prime Minister assigned.
The competitive electricity market ensures proper roadmap with positive changes. Up to now, the complete (level 1) competitive power generation market has contributed to improving the efficiency of the electricity industry, helping the electricity system and electricity market operate safely, stably and reliably. By the end of 2019, 94 power plants with a total capacity of 26,126MW (accounting for 47.5% of the total capacity of the whole system) directly participated in the electricity market.
The competitive wholesale electricity market (level 2) has been tested from 2017-2018 and officially operated from January 1, 2019. Currently, the Ministry of Industry and Trade is actively implementing the project of a competitive electricity retail market in 03 phases.
Do not passively supply energy
To develop the electricity industry in the coming period, Minister of Industry and Trade Tran Tuan Anh said that, first of all, it will focus on building Electricity Planning VIII to meet progress and ensure quality. It is expected that Power Plan VIII will be submitted to the Prime Minister in October 2020 and approved this year.
Along with that, encourage all economic sectors to invest in power generation, transmission and electricity wholesale and retail according to market mechanisms, especially through supportive policy mechanisms to encourage to encourage investment in the development of renewable energy.
The Ministry of Industry and Trade also affirmed that it will continue to advise on building financial mechanisms and policies to strongly attract domestic and foreign investment capital, encourage and support the development of the electricity industry.
At the same time, develop science and technology, implement environmental protection policy in electricity development; promote the implementation of economical and efficient energy use solutions, to contribute to reducing electricity demand, reducing investment pressure, improving electricity use efficiency and improving electricity usage awareness of customers row. c
The Ministry of Industry and Trade proposes to the National Assembly to consider issuing a Resolution to allow the electricity sector to pilot a number of policies that do not have a law or are different from the current law to support power project investors. accelerate projects.
Speaking at the explanation session, Deputy Chairman of the National Assembly Phung Quoc Hien emphasized that the electricity sector has ensured sufficient electricity supply for socio-economic development as well as the people's daily life, contributing to ensuring national energy security. Having this result, besides the leadership of the Party and the Government, there is also the role and contribution of the Ministry of Industry and Trade.
According to Deputy Chairman of the National Assembly Phung Quoc Hien, Power Planning VII has not achieved the target due to many reasons such as land clearance, loans, coordination between ministries, many localities do not support coal-fired thermal power. (in the past, support for coal-fired power, recently in favor of gas and solar power); The legal document system is still overlapping, the state management is still limited ...
Regarding the electricity price mechanism, the Deputy Chairman of the National Assembly said that it is necessary to follow the market mechanism, competition, openness and transparency. The market is the engine of development. According to many opinions, low electricity prices will create conditions for foreign investors to bring backward technology, not ensuring the environment into Vietnam, causing burdens on society. On the other hand, investors cannot be encouraged to enter the electricity industry.
To meet the electricity requirements in the coming time, the Deputy Chairman of the National Assembly said that: To grasp the energy thoroughly, it must be one step ahead, creating "bread" for the manufacturing industry. It is necessary to renew thinking, following the market mechanism, but ensuring the regulation of the State. Not letting the local interests of ministries, branches, localities or enterprises dominate.
In the next period, it is necessary to have a reasonable source structure, including coal-fired thermal power, not to be passive in the energy supply. At the same time, focus on building synchronous transmission system to timely release the power plant's capacity.
