Nghe An province should create maximum conditions to implement power transmission projects imported from Laos

Mr. Nguyen Thai Son - Chief of Office of the National Steering Committee for Electricity Development has just had a working program to inspect and urge the implementation of power transmission projects serving Laos' electricity import in Nghe An.

Electricity PMU 1 discussed the plan of the line and connection point on the border between the two countries with Phongsubthavy Group - the investor of the Nam Mo - Tuong Duong 220kV transmission line project (section in the territory of Laos). On April 1, 2020, the two sides signed a memorandum of understanding at the border connection point. On May 17, 2020, Phongsubthavy Group issued a written notice on the progress of project implementation in accordance with the previously agreed schedule.

Regarding the Environmental Impact Assessment (EIA) report, PPMU has sent documents to the People's Committees of Tuong Duong district, Ky Son district and other organizations and communities for EIA consultation. Currently, community consultation has been completed in the localities where the line goes through. The Board will report to EVN through the EIA before submitting it to the Department of Natural Resources and Environment of Nghe An province for consideration and approval.

Importing electricity from Laos is one of the suitable solutions to meet the electricity demand in the immediate and medium term, especially for Nghe An. Although certain results have been achieved, however, through the survey and actual recognition of the mission, there are still many difficulties that need to be solved.

Mr. Son suggested the Provincial People's Committee, Departments, Branches and related agencies of Nghe An province continue to pay attention, focus on supporting the investor to complete the procedures of projects, including: Complementary work. 220kV project serving the import of electricity into local land use planning and plans, proposing the Government to apply for a policy of changing forest use purposes, ..., in order to urgently complete investment preparation procedures. , speed up the implementation of investment projects.

Mr. Son also asked EVN to strengthen working with power investors in Laos to urgently achieve the target of purchasing electricity from this country to reach 3,000MW by 2025 and 5,000MW by 2030 with the electricity price bracket approved by the Prime Minister. Continue to coordinate with Lao investors to research suitable connection plans for power source projects, coordinate with Lao partners in research and development projects including thermal power, hydroelectricity, renewable energy imported to Vietnam.
