Ho Chi Minh City Prepares to Issue Adjusted Land Price Table Before October 15

In a recent report submitted to the Ho Chi Minh City People's Council, the City People's Committee affirmed that the adjusted land price table would be issued before October 15. According to the plan, the Department of Natural Resources and Environment will finalize and submit the adjusted land price table to the Appraisal Council on September 30. The Council will conduct the appraisal before October 10, allowing the City People's Committee to issue the new land price table by mid-October.

This is part of the city's plan to revise and supplement Decision No. 02, which regulates the land price table currently being applied in Ho Chi Minh City. The People's Committee emphasized that issuing the adjusted land price table is crucial for the transitional period until the end of December 31, 2025. This process includes seven specific steps and does not require approval from the City People's Council.

According to the City People's Committee, the Standing Committee of the Party Committee had agreed to this policy on August 31. Additionally, in a meeting on September 10, chaired by the Ministry of Natural Resources and Environment with the participation of various relevant agencies such as the National Assembly's Economic Committee, the Ministry of Finance, the Ministry of Justice, the Ministry of Construction, the Ministry of Planning and Investment, and the Ho Chi Minh City People's Committee, there was unanimous agreement on the necessity of issuing the adjusted land price table.

The Ho Chi Minh City People's Committee affirmed that the process of developing the adjusted land price table strictly complies with legal regulations. At present, the city has completed essential steps, including developing the plan, approving the proposal for its creation, drafting the decision, and collecting public feedback. The Department of Natural Resources and Environment has fully incorporated all feedback into the draft decision to replace Decision No. 02.

Previously, the city had planned to issue the adjusted land price table on August 1, when the 2024 Land Law came into effect. However, this plan faced significant opposition, especially due to concerns over sudden land price increases in suburban districts, which could negatively affect residents.

According to the draft of the adjusted land price table, prices in many areas are expected to increase by an average of 5 to 10 times compared to current levels. In some suburban and outlying areas, land prices could rise by 15 to 50 times, not including the K coefficient. Nevertheless, the Department of Natural Resources and Environment stated that these prices still only account for approximately 70% of market value.

The absence of an adjusted land price table has resulted in thousands of land-related documents in Ho Chi Minh City being delayed, particularly in the tax calculation process. Statistics from the Ho Chi Minh City Tax Department show that from August 1 to September 22, they received more than 15,800 land-related applications. The City People's Committee has been repeatedly petitioned to resolve this issue. On September 21, the People's Committee decided to temporarily continue using the current land price table for tax calculation on documents filed after August 1, while waiting for the new land price table to be issued.
